Citizens' Charter - Home

The Citizen's Charter of the Department of Labor and Employment spells out its accountability to serve the Filipino workers with utmost integrity and efficiency. It provides the transacting public with complete information on the requirements including schedule of fees, timelines and procedures involved in accessing to key frontline services with the objective of improving service delivery and promoting client satisfaction.

The DOLE Citizen's Charter is crafted in compliance with Republic Act No. 9485, otherwise known as the "Anti-Red Tape Act of 2007" and its Implementing Rules and Regulations. The Charter elevates the DOLE key frontline services to higher level of transparency as it adheres to the elimination of bureaucratic red tape. Feedback system and grievance mechanism are established to allow the transacting public to bring up their concerns or complaints involving key processes, inquiries, and suggestions.

Along with the DOLE Citizen's Charter comes the greater challenge for all the officials and staff of the Department to deliver key frontline services in the best interest of the public we serve - the Filipino workers!



The Citizen's Charter of the Department of Labor and Employment (DOLE) is a product of the dedicated efforts of the organization's workforce headed by Secretary Marianito D. Roque whose leadership and action inspire us to serve our public with utmost integrity and efficiency.

Specifically, the crafting of the Charter was made possible by the DOLE Anti-Red Tape (DART) Task Force chaired by Undersecretary Carmelita M. Pineda with OIC-Director Ricardo T. Gloria, Jr. (Legal Service) as Vice-Chairperson and Director Violeta D. Illescas (Financial and Management Service), Director Ma. Celeste M. Valderrama (Human Resource Development Service), and Director Dominique Rubia-Tutay (Planning Service) as members. The Committee painstakingly reviewed the transactions involved in key frontline operations with the end in view of delivering quality, timely and reliable service to the public.

Our gratitude also goes to the DART Secretariat namely: Warren M. Miclat, Lina M. Miguel, and Marie Grace Z. Gomez, all of the Management and Internal Control Division of FMS. The DART Secretariat supported the Task Force through their technical proficiency, hard work and dedication in putting together and lay-outing the contents of the Charter. Our sincere appreciation also goes to all the Senior Officials of the Department who contributed to the enhancement of the Charter's contents.

The DART Task Force is grateful to the Information and Publication Service (IPS) for conceptualizing the cover page of the Charter. The Task Force is equally indebted to the Heads of Bureaus and Regional Offices who took time off in providing pertinent information and technical expertise in the delivery of key services enrolled in the Citizen's Charter and sending their technical staff during the write-shops. Our Expectations from the Citizens

To serve you better, we expect you to show due courtesy, comply with the requirements and follow procedures. We also expect you to refrain from dealing with fixers and/or give/offer gifts in exchange for service requested. Please report to us any incidence of unethical behavior from our service frontliners.

We also encourage you to tell us about the quality of our frontline service through appropriate feedback. We would appreciate your honest comments, be they positive or negative comments
